A police officer assigned to the gender desk at the Mjambere police station in Kisauni, Mombasa county, has been accused of turning away two brothers who had gone to report cases of alleged defilement.

The two minors, aged 10 and 13 respectively, sought to record their statements and obtain an OB number at the police station where they had been referred to by doctors at the Coast General Hospital following a defilement ordeal.

According to the minors' father Mohammed Bakari, who had escorted his sons to the police station, the officer at the gender desk turned him away saying that he was tired and was not ready to make arrests.

“Today am not recording any OB, come back tomorrow because if I give you an OB number I will be forced to go make the arrest today. I am already tired come back tomorrow,” the boys' father quoted the police officer as saying.

The minors claimed that the suspect Kibwana Juma, who is well known to his victims, began defiling one of them three years ago.

Their stepmother only came to learn of the rape ordeal on September 21, 2022, after he saw a love bite on the minor's neck.

Suspects preyed on the brothers

The suspect is said to have been waylaying the 13-year-old boy as he came from madrasa (a Muslim school that is often part of a mosque).

The suspect reportedly committed the act of sodomy on the boy by covering his mouth with a handkerchief laced with an unknown substance and when the boy fell asleep he carried him to his house where he tied his hands and legs and then defiled him.

The boy said that he always found his trouser removed after regaining consciousness. At that stage, the suspect would continue to defile the minor and later wipe his private parts.

The suspect Kibwana Juma, with a knife in his hand, would threaten to kill the boy in case he spoke about the ordeal to anyone.

Juma allegedly sodomised the boy over a three-year period.

The 10-year-old boy on his part alleged that the suspect had been defiling him for the last month and that he would lure him from football matches around their neighbourhood.

Medical reports from the gender-based violence and recovery centre at the Coast General Teaching and Referral Hospital seen by K24 Digital indicate that the boys had inflamed anal with a painful orifice faecal matter seen outside the anal area.

Kisauni deputy sub-county police Commander William Cheruiyot termed the incident as unfortunate and requested K24 Digital reporter to accompany the victims to the office of the Officer Commanding Station (OCS).

“Am out of the office at the moment but for now ask the victims to go and see the OCS,” he said.
