NTSA guard sentenced to 1 year in jail over bribery

A guard at the National and Transport and Safety Authority (NTSA) has been handed a one-year jail term over alleged bribery.

Metrine Nabwele Elima was convicted after she pleaded guilty to demanding and receiving bribes from Kenyans when she appeared before Milimani Anti-corruption Senior Principal Magistrate Victor Wakhumile on Wednesday, November 9, 2022.

The court heard that Elima solicited a bribe of Ksh10,000 from a complainant who sought to have his driver's license endorsed to class A.

"It is believed that the security guard was receiving the bribes as a link person between service seekers and NTSA officials. The bribes were aimed at enabling persons to illegally obtain various approvals and clearances from NTSA, including endorsement of qualifications that a person does not possess, "Wakhumile said.

"On October 4, 2018, an operation was mounted leading to the arrest of the suspect while receiving part of the bribe amounting to Ksh7,000 at NTSA offices in capital hill," he added.

NMS officer arrested

The latest comes months after a senior officer working with the Nairobi Metropolitan Services (NMS) was arrested for bribery.

Daniel Omido was arrested at Uchumi House after he allegedly received part of the demanded bribe amounting to Ksh200,000.

His arrest followed after the Anti-graft agency received a complaint alleging that Omido's company, Quality Plus Laboratory and Consultancy Services, was awarded a two-year food handlers examination contract by the Nairobi City County Government under Nairobi Metropolitan Services from May 2022 to May 2024.

The purpose was to test food handlers in Hotels and eateries before the issuance of certificates by the Nairobi county Government Health Department in Dagorreti North, Kasarani and Kamkunji sub-Counties.

At the time, it was reported that the application by the handlers was made online using the NMS portal. Applicants paid Ksh250 to the Kenya Revenue Authority (KRA), while the approval was also done online by the County staff officers at Nyayo House, then referred to the appropriate laboratories for testing.

Omido is said to have demanded the Ksh400,000 bribe to be paid on Monday, September 12, 2022, to facilitate the approval of applications in the portal.
