Lobby group gives Sakaja ultimatum over alleged looting at City Hall

A lobby group now wants City Hall finance boss Charles Kerich, Chief Finance Asha Abdi and the head of the Treasury at City-hall to step aside and pave the way for investigations into the alleged payment of millions to nine companies that supplied nothing to the county government.

The group, Tunza Mtoto said it has given Governor Johnson Sakaja a week to ensure the said officers are out of office failure to which the lobby will forcibly evict them.

“Should the Governor fail to comply within seven days, the coalition will take action including but not limited to mobilizing Nairobians for mass action to remove the corrupt officials from office as well as mobilizing tax resistance from various sectors until confidence is restored," the group's executive director Muthoni Ouko stated.

The lobby faulted Sakaja for keeping quiet while county coffers were being looted by officers he employed.

“Given the utmost gravity of the matter, Tunza Mtoto Coalition- Kenya and the Nairobi taxpayers demand; that the Governor as the Holder of the highest moral authority issues a public statement on the scandal and issues a commitment to cooperate with the investigating authority,” Ouko said.

The statement by the lobby comes after the Directorate of Criminal Investigations(DCI) said it is conducting investigations into a suspected case of money laundering in the Nairobi County Government.

DCI said the Nairobi County government is alleged to have fraudulently made payments to nine companies yet no services were rendered.

The DCI requested a number of documents to facilitate their investigation into the allegations.

"Kindly furnish us with the budget approvals for the items that were supplied by the companies and the requisitions by the user departments relating to all the companies," DCI said.

Further, the Nairobi county government was asked to submit tender documents including but not limited to tender invitations, preparations and submissions, opening and evaluations and tender committee minutes.

DCI also sought that the county government submit the award contracts including contract preparations.

"Also avail all records of LPOs issued to the companies as well as all payment vouchers with all attachments in respect to the companies," DCI said.

In addition to the provision of the documents, DCI further requested the county government to assign officers who have knowledge of the various processes listed above to assist them with information on their roles and also record statements to that effect.
