A DCI officer will be arraigned in court today for obtaining money by false pretence contrary to section 313 of the penal code.
According to detectives based in Kayole, it was reported the officer identified as Walter Oginga Okello attached to DCI headquarters in Nairobi sold to plots within Embakasi to one Vivian Onyango Obware.
“It was reported by one, Vivian Onyango Obware, purchased two plots within Chokaa area in Embakasi, Nairobi from Chief Inspector Walter Oginga Okello attached to DCI headquarters, Nairobi,” DCI said.

Oginga is said to have sold the two plots, to the complainant at a total cost of Ksh 700,000 with each plot going at a cost of Ksh 350,000.
“Once she had completed paying the required amount, she was issued with the plot certificate as a sign of ownership,” DCI said.
The elated woman would go on to develop the plots which are under Hurligham squatter’s development by putting up a building structure.
However, when she started developing the plot, one person by the name Alfred Odhiambo Odongo alias Ochuodho appeared at the site and claimed the same plots of land belonged to him.
The complainant felt that she was conned of her money and immediately reported the matter at Kayole police station for assistance.
“Soon after further investigations the police file was prepared and forwarded to ODPP for perusal and advise whereby the ODPP recommended that the two parties settle the matter either through reimbursement or the officer be charged before a court of law for the offence,” DCI added.
The plea by ODPP to handle the matter outside court seems to have hit rock bottom, with the officer being arraigned in court today for the offence of obtaining money by false pretences
