Public Service Commission invites applications for CAS posts

The Public Service Commission (PSC) has invited eligible individuals to apply for the position of Chief Administrative Secretary (CAS).

In a notice issued on Wednesday, October 12, PSC Chairman Anthony Muchiri said the applications should reach the commission on or before 5:00 pm on October 27, 2022.

"Following the establishment of the Office of the Chief Administrative Secretary by H.E the President under Article 132(4) (a) of the Constitution as read with Section 30 of the Public Service Commission Act, 2017, the Public Service Commission hereby invites applications from suitably qualified persons who wish to be considered for appointment," the notice read in part.

The advertisement of the posts comes weeks after PSC invited members of the public to submit their views on President William Ruto's proposal for the establishment of the CAS position.

The move followed the High Court ruling that declared the creation of the office by former President Uhuru Kenyatta unconstitutional.

Activist Okiya Omtata had moved to court to challenge the appointment of CASs by the Head of State and creation of the office of the CAS.

In the case, whose ruling was delivered in April last year, Omtata argued that there was no public participation in the decision to introduce CASs as assistants to Cabinet Secretaries.

Uhuru's critics said the then-president created the slots as rewards for his allies who lost in the 2017 general election.

Requirements for CAS positions

To be considered for the position, Muchiri said on Wednesday, a candidate must be a Kenyan citizen and a holder of a Bachelor's degree from a university recognised in Kenya.

The candidate should have demonstratable ability to manage the administrative-political interface; Excellent interpersonal and communication skills; Ability to articulate public policies and programmes; Ability to undertake complex and high-pressure tasks that require engagements with multi-institutions and other public officers; Knowledge and application of national values as well as values and principles of public service; Knowledge and application of good governance; and Meet the requirements of Chapter Six of the Constitution.

"Each application should be accompanied by a detailed curriculum vitae, copies of relevant academic and professional certificates and transcripts, National Identity Card or Passport, testimonials and other relevant supporting documents," Muchiri added.

"All applications should be clearly marked "Application for the position of Chief Administrative Secretary" and submitted in any ONE of the following ways: (i) Hand delivered to Commission House, off Harambee Avenue, Nairobi. (ii) Posted to the following address: The Secretary/CEO Public Service Commission Commission House P.O. Box 30095-00100 NAIROBI."

Interested applicants have been directed to get clearance from the Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigation (DCI) and registered Credit Reference Bureau Applicants.

The applicants are required to submit copies of the aforementioned clearance certificates with the application.
