PS Belio Kipsang, CAS Zack Kinuthia among those moved in reshuffle as David Osiany makes entry: full list

Basic Education Principal Secretary Dr. Belio Kipsang has been moved from the Ministry of Education to the Ministry of East African Community and Regional Development as the PS in charge of Regional and Northern Corridor Development.

Dr. Kipsang’s transfer was announced on Wednesday evening by Head of Public Service, Joseph Kinyua.

Dr. Julius Ouma Jwan, another PS moved in the reshuffle, will take over Dr. Belio Kipsang’s duties at the Ministry of Education. Before the transfer, Dr. Jwan was the PS in charge of Vocational Training.

Andrew Kamau will be the PS in charge of petroleum and mining after the two state departments were merged Wednesday.

Industrialization PS, Dr. Francis Owino, has been reassigned to the State Department for Fisheries, Aquaculture and the Blue Economy.

Youth PS, Julius Korir, has been moved to the State Department for Devolution.

Natural Resources PS, Dr. Margaret Mwakima, will replace Dr. Julius Jwan at the State Department for Vocational and Technical Training.

Sports PS Amb. Peter Kaberia has been transferred to the State Department for Industrialization.

Charles Sunkuli, who was the PS for Devolution, will now be in charge of the State Department for Youth Affairs.

President Uhuru Kenyatta also reshuffled Chief Administrative Secretaries, most notably moving Zack Kinuthia from the Ministry of Education to the Ministry of Sports, Culture and Heritage.

Political commentator and politician David Osiany has been appointed a CAS at the Ministry of Industrialization, Trade and Enterprise Development.

Eric Wafukho, who is Musalia Mudavadi’s economic advisor, has been appointed as the CAS in charge of the National Treasury.

Machakos contestant for Senate seat in 2017 general election, Jackson Musyoka Kalla, will now be Labour ministry CAS. University of Nairobi don, Prof. Japheth Ntiba Micheni, will now be the CAS at the State Law Office and Department of Justice.

Lawrence Angolo Omuhaka, a former chief officer in charge of economic planning and investment at Kakamega County, will now be the CAS at the Ministry of Agriculture, Livestock, Fisheries and Co-operatives.

Also appointed a CAS is Dr. Sara Ruto, who will take over from Zack Kinuthia at the Ministry of Education. Dr. Ruto is the chairperson of the Kenya Institute of Curriculum Development (KICD) Council.

Zachary Ayieko will be the CAS at the Ministry of Energy.

Another new entrant is Alex Mburi Mwiru, who will now be the CAS at the Ministry of Lands and Physical Planning. Mwiru served as MP for Tharaka Constituency after winning elections in 2007.

Winnie Guchu, the CAS at the State Law Office and Department of Justice, has been posted to the Ministry of Interior and Co-ordination of National Government.

Lands CAS, Gideon Mungaro, has been moved to the Minsitry of Devolution.

Livestock and Fisheries CAS Lina Kilimo has been transferred to the Ministry of Public Service and Gender.

The CAS at the Ministry of Sports, Hassan Noor Hassan, has been moved to the Ministry of Education.

Energy ministry CAS, Simon Kachapin, has been reassigned to the Ministry of Sports in the same capacity.

“The changes take effect immediately,” said Joseph Kinyua in his Wednesday, February 17 announcement.
