Ksh734.5 million ‘Arror & Kimwarer money’ on verge of being wired to a Dubai bank frozen

A Nairobi court on Thursday, August 8, froze Ksh734.5 million suspected to be allocated toward the constructions of the now-controversial Arror and Kimwarer dams in Elgeyo-Marakwet County.

The money has been frozen for 180 days (6 months) to allow for investigations to be done.

The money, which is banked at the Standard Chartered Bank, belongs to Stanlib Wealth Amanah Property Limited.

The investigating officer, Isaac Ogutu, who is attached at the DCI headquarters, had earlier been given seven days to conduct investigations as the freezing order remained active. That period expired on Thursday.

Ogutu, thereafter, requested the court to allow him six months to conclude the investigations, a request which was granted by Senior Resident Magistrate Caroline Nzibe.

Ogutu says owners of the mentioned company are yet to be arrested or charged in a court of law.

Court documents show that the owners of the account, which is credited with the Ksh734.5 million, made an application to Standard Chartered Bank on July 24 to transfer the money to Azepco General Trading Company Limited in Dubai.

It is suspected the Dubai firm is linked to the multi-billion shillings dams scandal.

It is also suspected that Azepco General Trading Company Limited received 5.8 million Euros (Ksh673 million) from Italian firm Cmc di Ravenna, which is at the centre of the scandal.
