Isiolo County Assembly clerk arrested over Ksh28M tender

The Ethics and Anti-Corruption Commission (EACC) has arrested four suspects including the County Assembly Clerk Salad Boru Guracha and a former Speaker of the County Assembly of Isiolo Mohamed Tubi Bidu over alleged graft in a Ksh28 million tender.

The tender entails the construction of a masonry perimeter fence, gatehouse, pavement works and parking lot with shade worth Ksh28,409,979 by Isiolo County Assembly in the financial year 2015/2016.

Others arrested include personal assistant to the then Speaker Joseph Gatama Gurach and director of M/S Malka Contractors Ltd Waqo Gufu Boru.

"EACC established that at the commencement of devolved governments, the County Assembly and County Executive of Isiolo County shared office premises. Sometime in 2015, it was decided that the County Assembly would move out of the shared premises to an area previously housing the TB Manyattas. This necessitated the construction of a masonry perimeter fence, renovation of existing structures and other works," said EACC.

According to investigations by EACC, the tender was awarded to M/S Malka Contractors Ltd, after an alleged bribe from the company. It is alleged that before the award of the tender, three officials of the County Assembly received money totalling Ksh140,000 from the company’s director, M/S Malka Contractors Ltd.

The project did not commence since the EACC intervened and stopped its implementation.

The suspects will be arraigned in court next week Tuesday, May 24, 2022, to face charges of abuse of office, conflict of interest, uttering a false document and engaging in the fraudulent practice.
