DCI boss George Kinoti is my junior – DPP Haji

The Director of Public Prosecutions (DPP) Noordin Haji has dismissed his perceived frosty relationship with DCI boss George Kinoti as inconsequential, saying he was dealing with the Inspector General of Police (IG).

On Wednesday, July 20, the DPP said in the pecking order that he is only expected to deal with the IG, whom he is allowed constitutionally to direct, adding that the DCI George Kinoti was at the same level as his deputy directors.

Haji was responding to a question from journalists who wanted to know if their relationship with DCI George Kinoti had improved and whether it affected the investigation and prosecution of cases.

"Let me make it very clear. My relationship is with the Inspector General, who is in charge of the National Police Service under the Constitution I direct. The DCI is an officer under the IG, and as such, I think my relationship should be judged with the IG," Haji said.

DCI reports to IG

The DPP said if there was an issue with the DCI, then the IG will deal with it.

"In the pecking order, I deal with the IG, and I direct the IG. I have deputy directors who are in the same levels with the DCI," he said.

Under Article 157(4) of the Constitution, the DPP has the power to direct the Inspector-General of the National Police Service to investigate any information or allegation of criminal conduct.

The law further states that the IG must comply with such directions.

Earlier in the day, the DPP launched the training of 150 special prosecutors on handling hate speech, election offences, and human rights violations.

Haji said the training would be critical in ensuring efficient reporting and mapping of potential hotspots in the country during elections, enhanced collation and gathering of data and guaranteeing formulation of responsive policies and timely interventions by his office.
